PM says Russia has enough potential to secure digital sovereignty

SKOLKOVO, Moscow, Oct 17 (PRIME) -- Russia has sufficient potential to guarantee the digital sovereignty, but the country does not plan to isolate itself in building its own digital “kolkhoz,” a collective farm, Prime Minister Dmitry Medvedev said on Tuesday at the Open Innovations forum.

“We’ll promote Russian developments on global markets. We’re ready to act jointly with international partners and, first of all, our partners on the Eurasian integration,” Medvedev said, adding that environment of trust should be created, although it is not easy.

A boom on the cryptocurrency market may create serious risks amid a lack of precise rules, the prime minister also said.

“New technologies, like blockchain, can dramatically transform legal operations related to record keeping, data confirmation, contract execution. Due to their nature, they cannot belong to a single country or a group of countries,” he said.

“Any transformative wave generates much foam. The boom on the cryptocurrency market, other blockchain-based innovations, may create with no strict rules quite grave risks, for which decentralized players or anonymous players could not be held liable.”
